John Deere 400 stalls and surges with increased throttle

I just bought a 1982 JD 400 with a Kohler k532. It ran great the first day. Now when I increase the throttle it’s stalls out and then surges. It seems starved for fuel. I installed a new carburetor and had no change. I cleaned the crankcase breather on top of the governor and it ran great for a few minutes. Now it is doing the same as before. The engine will idle only slightly rough, the more throttle I give it the worse it gets. Almost dies before surging every couple seconds. I also noticed a small amount of oil being pushed out of one of the valve cover nuts.

Could be a vacuum leak.
Possible a bad intake manifold gasket.
Have you replaced the fuel lines?
Is the gas tank vented?
Fuel pump may be suspect too.

If you turn on the choke, does this solve the problem?


Does it matter how much fuel in the tank?


My initial reaction is the in tank pickup or the fuel filter is plugged or bad fuel line.

Sounds like there's still some problem with the breather on the governor. If functioning properly it draws a slight vacuum in the crankcase. Oil being forced out of the valve cover probably indicates no vacuum being drawn.
