Here are some videos of the rebuilt Wisconsin running :D. In the third video you can hear the tractor "rolling" at mid throttle. You can see the govenor bouncing a little.

Sounds good to me!

If you are really concerned about the slight surging at mid throttle, you could do what the manual says to adjust the governor linkage. WITH THE ENGINE OFF, and with the linkage disconnected at the governor arm, hold the throttle wide open with the long linkage rod. The linkage rod should then be adjusted using the threaded end adjustment so that the bent end will slip into the hole on the governor arm. The governor spring will hold the flyweights in so the governor arm should be in the proper, no RPM position.

Is the choke still on looks pulled out?

The choke was off! I re-adjusted the governor linkage and it now runs smoother :-)

It still amazes me how quiet and quick those old Wisconsins pop off. That is an awesome tractor! I think the seat pan/foot rest set up on the older tube frames were better than the latter series with the smallish individual steps and I always liked the horizontal pipe on the left. Cool machines.
