This has become a problem. I have to repeatedly flip the pto switch back and forth watching the light blink off and on until there is solid engagement and the light stays on.
I have replace the pto with a new one.....no change
I have checked the voltage output....~14.2v idyling or revved up.....drops to ~13.8 when the pto is engaged.
seat cutoff switch is wire nutted together.
20a relay is ok
3 amp fuse is ok
starts and runs good
not sure where to look next

Welcome to GTTAlk. What about the PTO switch itself. They tend to go bad with age. You need to use an ohmmeter to measure the contacts. You should have a very low resistance when the switch is closed. An ohm or 2 is all it takes to prevent the PTO from engaging. Also, have you checked the - side of the PTO coil to make sure it has a good connection back to the battery - terminal.
