Being such a dummy when it comes to tractors I still wanted to enter my guess. After installing the mower deck on the Bolens 1000 today, it looks like some kind of lift attachment but for which brand of tractor or for which attachment I don't know. Just wanted to play along for the fun of it.

Brian, I'm trying... Just can't get any ideas. Has to be a control of some sort with the middle locking position, but if it's a handle, it wouldn't be very comfy to use.
