That would work as well. I don't mind drilling into a bushing and trying to extract it, it's the removal of the throttle or choke plate that I've tried to avoid.

went to Ace hardware and got some bronze washers 7/16" od and 1/4" id - need 2 at 40 cent a piece. 2 - 3-48 screws w/ lock washers and nuts - all for under $2.00
take you time removing the two screws from the throttle shaft - turn back and forth 1/4 turn at a time under the screw comes out.
you do not want to break the screws, if you do you will have to grind them down to get the shaft out. then drill out the old screw/s.

use a 1/4" bolt to put the 2 bronze washers in and tap lightly until they in level with the top of the carb.
use blue lock-tite for the screws, so that if you need to replace the washer you can. If you use the red lock-tite good luck on remove the screws.

I have done three carb so far and have not broke a screw removing them. this is a cheap fix $2.00 per carb
