That is a Jacobson javelin 26 mower from the mid 60's.
It is missing the fiberglass housing that goes over the engine.
Some one added rear fenders and the steering wheel ( it originally had a handlebar for steering ).

You push down on the front of the foot pedal to go forward and push down on the back of the foot pedal to go backwards.

Not really "rare" but not that easy to find either.
I've seen about 6 or 8 for sale over the last couple of years and there was one on ebay just a few weeks ago.
I sold one at a swapmeet two years ago.

When I first seen the one in your first post I was going to answer "ugly riding mower" to go with FireFyter's reply and then I seen the pic Ray posted of what they are supposed to look like and in that way it is actually kind of cool looking.

Yeah, but too many parts missing.
On top of that, it's 5 hours north of me. NO way he'll get that money.
