Info needed on what the electrical contact under the forward and reverse gear selector plate is for ??

The switch is probably a "neutral safety switch". This prevents the engine from being started in gear. The engine can only be started in neutral. You probably need to disconnect it from its wires and test it with an ohm meter or a continuity tester. Good Luck, Rick
