You must be referring to the mule drive. The 1650 attachments are all belt driven. These are not my pics but what came up in a search.I think the front clutched pulley would go down to it.

Those look right, like one of mine. Both of mine just spin tho. No connecting drive from left to right.

The mule has 2 purposes, to route the belt from PTO to implement and to have a function to tighten the belt -- so yes, the pulleys are 'idlers' and do 'just spin'.
