I don't know why I didn't realize this as I was building it .. maybe I was just to close to it and concentrating on only one area at a time instead of the overall model.
Anyhow .. while I was looking at the finished photos again, it dawned on me that the front water tank was high enough that an engineer would not be able to see over the top of it.

So I took the water tank back off and cut about 3/8 inch off of it to lower the top.
Here are photos of before and after.

I also took some silver paint and painted the ladders to get up to the top of the water tank and tender, and the hand rails for the steps.
Then I took a new set of photos of the finished locomotive.
