Is that foam going to absorb water? or are you able to keep it water tight?

those old road signs are great for a lot of things if you can get them, legally that is

It’s closed cell floatation foam. Does not absorb water. Same product factory installs when boat is built however after 40 years it will start to absorb water. Boat had been in heated garage 2 months and old foam was holding water. The dark area of foam is holding water
