Was a simple swap.  Had DishNet before, which is Exede through Dish.  Dish had it throttled down to 10 & 10.  Went direct with Exede so was a dish change out and modem with built in WiFi and that was it.  Until I tried the desk top computer.  No internet connection.  Found out a cable went bad from unplugging it from one modem and into the new modem.  Up and going and love it so far.  20% faster and unlimited data.  Spend a couple hours Saturday cleaning thing up on the computer and trying to find what background program is running that slows the shut down time.  Diagnostic said it was IE, which we don't use.  Thought I had it shut down but when I turned the system off last night, same old store:  A background program is preventing Windows for shutting down"  Did a force shut down of the background program and it took a full min and a half for the system to shut down.  Question is, how in heck do I find out the background program that is running and get rid of that background program?  Did the CTRL/ALT/Delect and shows nothing.
