Great question.  I will check out the pics when I removed air cleaner and see what I can find.

Messed with the carb setting and now it runs properly at WOT but the throttle control will not impact engine RPM.  Hope to get to the service manual later today.

Grabbed the manual and made some adjustments to the linkage and the carb including increasing the low-speed idle.  Now it runs like a top and the throttle varies the engine RPM.  Also sharpened the blade while I had it in the garage.  Put the mower in the shed where it will likely sit til spring.

Ok... I grabbed it off of the storage shelf, filled the tank, and used it to cut the entire lawn.  I am impressed with it - light and easy to push and did a great job with the remaining leaves in the yard.  It's a keeper!

That's a 21SP of the same vintage with a 4 HP Briggs if I recall correctly.  Need to get the push handle fixed before it goes back to work.

Mines the non self propelled and a bit newer (1982) but same thing otherwise.
