1217, what are these circles for?

Working on PK 1217. I have these offset washers around the dash, screws now loose. I see these holding in the headlights in front. Fella had a cab on this, wondering if he just had these holding the fabrics in front? I don't see anything in the parts book for use there. Anyone else have any doing something??

I think they are there for the same reason as the holes in a 1953 Buick fender

Access holes for something like cleaning out the quarters you drop from your pocket...

Yep! Was for mounting a sheild. Have pix now. Not going to make one, kinda dumb and in way as I see it. I pulled bolts and washers for a diff use maybe if needed.
