I recently snuggled mine up till lock washer flattened but I had clearence issues and had to install a .030 shim to get proper air gap on clutch.

I don't have a clue. I don't have manuals with that kind of info. Could it be traced through a manufacturer? Or a service manual? All I got are parts manuals.

Standard torque specs for the size of bolt should work.   I usually put a dot of lock tight on the threads and turn it in good and tight with a 8" ratchet, not a breaker bar.

ok thanks all Now I do not have the tractor in front me at buddys  house. When I tighten that nut on sat did not check to see if the bearings inside pulley to see if this nut preloads the bearings? That's why I was wondering about torqueing that bolt.

Well everything is good to go I torqued that bolt just enough to collapse the spring lock washer. I also put a few drops of lock tight on bolt prior to install. Thanks again mustang man If some gets a chance I Shure would like to know where to shim the clutch?
