My Mother in Law has a late model Ariens with an Intek 1cylinder 21 HP that will start to run then cut-out right away. It will not act like it is going to start again until an hour or so later. I checked for tractor switches, seat, clutch brake, and PTO. I can not seem to figure out the issue, but I think it is with the engine, not tractor. The starter rolls over but no Kick. I know I need to check for spark, but any other suggestions to look for (Diagnostics) next time I'm there ?

Check the kill wire from and mag.  I found a shorted kill wire connection after pulling an engine twice for no spark.  Also try turning it over in the dark and watch for spark jumping from the plug wire some place, like around the plug boot, or where it may lay against metal, etc.

Read your post again - might check the ignition switch.  Not familiar with that tractor but if it is like most the ignition switch  is also the starter activator.  Make sure that when the key is turned back to the run position that it is not shorting out, or not allowing power to go to the ignition.

Did you check fuel to the carb at all?
