I posted earlier about being unable to install the two drive belts. I was able to force the correct belts onto the pulleys and sheaves but the outer / lower one is extremely tight which renders the controls inoperative. The lower belt is so tight that the Versa-Matic control lever has no effect and the engine pulley drive belt remains loose.  All I can think of is that a previous owner may have installed a larger diameter lower sheave (Parts Catalog Figure 4, Item 114 part number 1708016). Does anyone know the correct diameter of the lower Sheave? Other option is to install progressively larger belts until it operates correctly but I'd rather keep it stock. This is my third post. Thanks for the helpful replies and advance thanks for any further advice the sheaves & belts.

Have  a picture of the setup as you have it?

I see the problem.  An after market engine was installed changing the geometry of the belt system. I simply need to install belts trial & error to see which combination works best.
