I am having carb issues with my Bolens 5020h. I could tell when I purchased it that it was a little jerry-rigged, but now something must have fallen off the carb linkages, and I need to figure out what parts I need to correct this and get it back to normal. As it sits right now, I can get it to run but it rev's up too high even when the throttle is on low, and I need to tighten the spring on the right in the first picture to bring it down towards idle.


Can anyone help me identify what needs to change, and what parts are needed/where I could get them?

Better get an manual for that engine and go from there.  Sounds like the governor is not set right?  Throttle cable not adjust properly?  Parts breakdown would probably show all the parts required. 
Try our manuals section for one for your engine ; 20 hp Kohler twin?
