MNGB - thanks for the link and the advice.  I've ordered a new carb.  Hopefully that will fix the problem.  Thanks again!

Hi LA2TN, I forgot to say that the new carb may come with the choke lever 180* out, what I do then is carefully grind off the rivet part of the choke shaft remove the lever turn it 180* and put it back on and gently rerivet it and it will be good to go just compare the new with the old one.

While the carb is off and out of the way, you should adjust the valves.  You can download an engine manual for free on this site, and it has easy instructions.  You will need a new gasket and may as well order a breather reed valve too.  If the site sponsers don't have them, Jack's Small Engines probably does.
