Another dimension you need to specify is the width of the hub through the 3/4" bearings which you require.

Do you want 2-piece (split) rims with a separate hub, or a 1-piece wheel/hub assy ?

The only "knobby" tires I am aware of in that size are known as stud-tread.

Several of the site sponsors can probably supply what you seek.

You are missing a dimension.  Your title has no rim size.

Is it   "410/350-4" or "410/350-5" , or  "410/350-6" , or "410/350-8" ?  I Google'd that tire size and found all 4 of those rim sizes.

Also a picture of what you need would really help - even if you have to borrow one from the net..

Here is 410/350-6 from my stash as an example.

Best of Luck!

Here is the "stud" tread Bruce is referring to.  This one happens to be a 410/350-6.

By nobby tires, do you mean the kind, like what would be on a three wheeler?

You can use the same size, but that tread, altho commonly used, may not be your best bet. I would look for a good set of tri ribs, if it were me, but the studded tires, also work well.
