I've figured it out - but only because I searched google. I'm not sure that counts.

Without a hood, the donor for this grill does look a lot like a garden-all pup.

This is in fact a grill frame from a early 1960's Billion Garden Tractor.

CONGRATULATIONS to Member "motobreeder" for figuring out this one. I thought this one would be a little harder to solve, but what do I know. It just goes to show the knowledge of our members here !!!!!!!

That wasn't the model or style of garden all that I was thinking about. Can't find a front view of the tractor but the tractor in this link is the one I was thinking about.

If you read the post it says it has an aluminum grill. That grill looks more like the part than the one in your picture. Makes me wonder if ther was some connection between Garden all and Brillion.

Doug - I'm inclined to say you are right. The pictures on the link you provided include a "Garden All" label. A really good reference.
I can't find an example with a front view of this grill.

With so many similar details, I wonder if they are the same manufacture.
