So im pretty sure thats the numbers i got earlier, i rotated the crank until the valves dropped and used a feeler gauge to obtain them.

I'm wondering if you dont have a faulty ignition system
Carb is good, valves are good , motor has new piston rings ect.

All ignition is new except the part on the front of the crank. I kept all old stuff, so i could go about changing things out.

Anything I should try to replace first? I am still pondering the carb. Up until i removed the needle valve from the main jet, nothing i did could get the motor to run rich. After reinserting it, I got unburnt fuel smoke and a dark spark plug. I was thinking the coil first?

I think you can rule out the carb it did respond when I made adjustments on the main jet, its loose and turns from vibration at times but other than that I have found nothing wrong with it when I tested it for an hour.
I still think valves or ignition may be your issue , did the shop vap or reface the valves to make sure they are seating correctly?
Are you using fresh gas?

Could be that the gas tank cap is not venting properly. If it isn't venting properly, the engine may run fine for a while (after removing and replacing the gas cap), then the tank will pull a slight vacuum and the fuel will stop flowing to the carb. The engine will run lean and eventually die.
