Doug, does the custom/modified have to be done on the tractor, or can it be also, the attachments that hook to the tractor.

I would say that it should pertain to the tractor itself. Things like engine swaps, fancy tires, and even paint would qualify. Maybe things like special attachment mountings like a custom built 3 pt hitch set up but not so much the attachments themselves.

I'm planning on nominating one of my old junkers, who cares if one tractor is nicer then the other, if they were all the same then this is kinda pointless.
