I have a Briggs and Stratton horizontal shaft that has been painted several times. Only visible markings is I C and M 680905. Can someone identify this with this information? Thanks

You probably need to provide more info than that to get an ID.

Any idea of the approximate age of the engine?

Is it possibly the original starter housing, or has it been replaced?

Can you post pictures of the starter housing (flywheel shroud) from all angles?

If the B&S numbers are covered over with paint, sometimes by removing the starter housing, the stamping is visible on the inside.  ...It may not be readable, but you may then be able to know where to remove the paint.

I have not tried this but could you possibly read the inside numbers with a mirror

If it's got a spray can paint job a rag with a little lacquer thinner and gentle scrubbing might remove the new paint.
