Found this old economy tractor asking $400 but I talked him down to $250. Its not currently running but has a bucket and a backhoe is this a good deal?

No!  That's terrible high.

Does this guy dislike you or what?   You must have made him very mad at some point.

I would say that it is quite the project and if it does not run you cannot determine if any of the systems are even repairable within reason. If the hydraulics have been sitting for too long and are not rebuild able it will cost a small fortune to bring them back. You would likely spend less on a new loader of that size. If you are in this for just the enjoyment of the job than its up too you if it is worth it but cost versus benefit says there are better tractors out there and you would spend less to repair most any other unit.

I was.   Just go get it.

You might ought to pay him the full $400 so you don't get charged with theft.

The guy said its been sitting a few years and it just needs points but I was a bit skeptical as well

Go get it before someone else talks him down to $300 and takes it home.

WOW is all I can say, did you go get it yet?  I would have that home in about 2 minutes if it were close.

Hitch trailer to truck.

Hit atm.

Get it.

It will be gone tomorrow. Your choice if it's because you have it or not.

I went out for a look and found that it doesn't have the original motor and the one on it is full of water . I decided to pass on this one but she's up for grabs if anyone wants to give it a go!
