Plugs, Points, Condenser rebuild carb. and replace 2 flywheel magnets.

I just picked up a 682 and starting to work on it.  It has a lot of hours but starts right up.  Once it's warmed up though at low idle it starts searching or seems like the govenor causes it is raise the rpm and then back down.  At higher throttle levels does not do it.  Anybody got any ideas?
