Almost looks like some type of industrial air filter with a filter minder . Something that might be used off road equipment , forklift ?

I am wondering if the gas tank failed or was "to small".
Maybe the fuel pump went bad and he had to raise it to get gravity to work.

Maybe mounted an alternator? Almost want to message em to see under the hood.
