Looks like one barrel wasn't completely empty about 2/3 the way up.

The Drunk Tower!

A thousand barrels of beer in the field, a thousand barrels of beer...

Somethings a little fishy, count the barrels in each of the lower rows.

An apple a day keeps the doctor away

A barrel a day lets ambitious people play

And make a tower to reach to the sky

Perhaps to mount an antenna up really high

A spot to send a signal to a distant place

Some where in the stars to another race

Or perhaps to create the worlds highest brew

A new beer they will call "Top Of The Mountain Dew"

Or maybe someone wanted a "Tall One"

So they could get that much closer to a warm sun

Could be they were bored and had barrels to spare

And just built a tower to make people stare

To question the purpose of this work of art

That reaches skyward from its earthly start

Whatever the reason one thing is for sure

If it falls over it will loose its allure

Of being a thing of beauty to admire and view

For a falling barrel could really hurt you

One word, "HOW"
Think about it, bunch of children to small to lift the wait. Grandpa helped to empty the barrels. I got it, aliens built it.
