Doesn't look like rust holes.Looks like someone ran over something BIG and bent the  !*@&*!#&%  out of the blade and kept on mowing with it that way.That's Nasty looking but fixable.

All sorts of rigging there to patch the hole.

If you sand blasted it, those holes would be bigger and more numerous.
