Sometimes the hub gets seized onto the axle shaft if it has never been off and the tractor was left out in the elements for any length of time.  You may wish to check out this post as it shows how to set up a puller to try and remove the hub - http://gardentractor...s-drive-collar/ . You may need to heat up the cast hub and then quench it with cold water to get it to let go of the axle - had to do that a few times with one on my 1050 before it finally moved.  Be gentle on the hub as it is cast and may break if you start pounding on it - once you get it off clean everything up good and use never seize so it does not stick again - good luck.
