after changeing drive belt on my c101 16 hp wheel horse lawn tractor the clutch petal it stuck now. how do i get it to release

Better check your work, it sound to me that something did not line up right.

I think you have the belt on the wrong side of the clutch [idler] pulley.   ???

I would bet on wrong side of something, even some belt guides there on chassis, and some on cover itself you must be right when putting it back on. Don't seem like much, but makes difference.  Also that mechanism for engaging the drive that pulls up or down to release is kinda odd item, must be right way spring pulls it and right way belt is over the pulley there. I would look there first, then watch guides when putting cover back on.  I know is PIA to change that cover, so best to check function of that tensioner first before putting it back on.
