While mowing with my Cub 123 at a slow speed it wants to speed up by itself and I have to keep slowing it back down. How do I tighten the hydro lever up?

Under the tunnel [the sheet metal cover on the frame between the dash and seat] you'll see the bottom of the hydro lever has a white plastic bushing.  Been a few years but I think you need an Allen Wrench to tighten a collar around that bushing.  VERY small increments of tightening.  Don't try to cinch it down or the hydro lever won't move at all.

After you tighten it, if your adjustment doesn't last long, the bushing [believe its officially called a friction bushing] is worn out and needs replaced.

No.  You may access the part you need to get to with the fenders on.   Just 4 bolts/screws to remove the tunnel cover.

You mean 4 bolts to remove the tower? My Cub 123 has no removable tunnel cover like say a 1250?

If the decks off you should be able to get it from underneath.
