simplicity 700 shifting issues

I am in the process of putting my 700 back together after a tear down and paint. so I hooked up the shift rod and 1 & 3 are fine neutral is fine I can barely get it into 2nd and I can't get it into reverse. before the tear down I was able to shift.
any ideas? I peaked into the top fill and shifter is lining up ok with the forks.

If you spin the pulley on the transmission does the tractor move while in neutral?

Btw that top plug hole is not a "fill hole" the fill hole is at the bottom of the transmission at the street elbow on the lower right side.
