Just pick this up and the fuel and volt Guage still read with the switch off. Is this the way they work? Thanks Jake

No that's not the way they work.  I just sold one of those and when the key is off the gauges are off also. I had to turn the key on to watch the fuel gauge go up as I was adding fuel. 

Your battery is going to run dead if the gauges stay on. 

Are you sure the switch was all the way off. All the way to the right is start, let go and it is in the run position, turn it back one notch to the left and it runs with the lights on. One more notch to the left and the engine stops and everything is off. On this one anyway.
