Seeing how you posted under the Bolens forum I'll answer for the Bolens Large frame, yes as stated the rock shaft is the leverage pivot that allows implement lift, you can't operate front ,center (mowing deck) or rear up and down simultaneously independent on these . They made a lock up kit for the front blade, and the 3pth came with a lock block to hold it in the up position, however the lift arms would have to be removed from whatever implement front or back if lock up were to be used. IMO the lock in position block on the LF's 3pth were not designed to carry any weight ( ie like leaving a rear blade or rake on) just to lock the 3pth up and out of the way, but again that's my take.
My Simplicity Legacy XL has a switch that lets you chose where the hydraulics flow and has a very solid lock up position bar for the 3pth, understand totally different technology not to mention age difference between the comparison
