I'm undecided based on the evidence;

 

Either this is Denny's at 5AM after an all night bender . . .           or looking at the star on the side of the 4x4 this might be a traffic stop. I think I'm leaning towards #1.

Go with your instinct . . . the Zombie Outbreak Response sticker in the back window and the WWII Allies Europe invasion star on the door rule out the Cherokee being an official government vehicle.

I know your right, but I knew a state trooper who had a fake bumper hitch and a fuzzy tiger with blinking light eyes in the rear window.
