Adjusting PTO and PTO brake

Have a 214 with manual PTO. Just put a new PTO brake on. This new brake is a little brake pad mounted on an L shaped metal bracket. When u install it, it's held on by a single bolt and u can slide it back and forth for adjustment when u have it mounted. There is also a threaded bolt with a spring to the left of the PTO sheave. Is there a procedure in a manual that I can follow how to adjust this crazy thing? Sometimes the sheave sticks on the clutch and won't release. Then when I shut tractor off and restart it squeals. So then I try and adjust the PTO sheave where it backs off the clutch and then it won't engage clutch for some reason? I guess it's a combination of setting that brake and the threaded bolt to the left of the PTO sheave. I already light roughed up the clutch lining with a file.
I have the manual but I don't see anywhere on how to adjust PTO.
