Check to see if the choke is on and if you have spark, and make sure there is fuel in it. keep at it it will eventually start!                                                                                                    Roger

He either has a valve stuck open or the rings are toast, pulling that easy there must be little to no compression!

Well that sucks... But I think it may be a perfect storm of issues.
Serious carb issues (agree with the dust prognosis), probably a plugged filter, compression release, blown head gasket, and I wouldn't be surprised at all if that was a Champion Plug.

He needs to prioritize his day. First he needs a cup of coffee and the morning paper.  Then he can fully address the issue.
