The weights sound like they are filled with loose gravel. Apparently the filling has crumbled. Do they still have the same weight?

I would think so. My wheel weights have done the same thing. Unless the plastic has cracked and the crumbled pieces are escaping, they shouldn't get any lighter. I figured that there must've been voids in the concrete when they were made and from years of mounting and dismounting and the occasional pump when in use, the concrete is falling apart inside the plastic case.

Not sure if all are like this but i heard with the plastic cement filled ones when you buy them new they are empty and you have to fill them with concrete yourself. could have been a bad mix

Perhaps they were filled with sand or gravel rather than concrete. Either way if it's not leaking out the weight won't change.
