Is it half of a press? the green wood handle usually associated with cooking utensils. If it's washers or tapered halfs for knife sharpener.

Let's see, has that little wheel and a slot in top to follow a rope, wire or ??  Lightening name on it. Something to do with lightning arrestor wires, so to striaghten them, lay them out or similar?  Or, how about electric fence wire then?

First, pix is kinda hard to see. Reflection from plastic or glass.  I think that BAG part is just in the picture below, NOT part of the gadget, am I right?  Next time take a pix on white background or plain color please.  The info idea don't seem right, the stores weren't in England or area wouldn't think??
