It's a Bumpity wheeled Rake, looks like!  Have no idea, but seems like it is only a partial attachment to something or mounts right on a big tractor?  Oh, I seee what it is.......Lawn Ornament! Says right there in ad! :D

You guys are way off! That's rear section of a proton torpedo loader, it's from a Juvian star fighter, first generation, obsolete since around star date 2134.5.
