Found this on kijiji 1500, with parts tractor. Not a bad price up here.

thats a front weight box

it hooks onto the same fast attach points as the mower/mule drive.

That's what I thought too, but not real familiar with the Ingersols.

Maybe a winch. That looks like a gear case on the nearside?

This is what the Case expert over on the GTtalk has an absolutely Terrific Case Forum, that is why I am a member here. forum says:

"That my friend, is an L-29 540 RPM, front-mounted mechanical PTO that is belt driven off the front of the engine. It is used on farms to power grain augers/elevators and bale elevators mostly so that a full-size Ag tractor can be free to haul wagons from the field back to the the storage area. John Deere offered them too but their unit looks pretty silly compared to the Case. This attachment is no longer available and it only works on three-digit models."

I figured what it was before reading Maynard's answer. I could tell by the PTO shield. Took a second or 2 though, as I've never seen that shield from the back side before. On a tractor, you only see it from the other side. Looks to be the same size shield as on large farm tractors.
