Brake pedal is staying down when I apply brake and have to pull it up with my foot or hand. Any ideas on how to fix?

Sounds like it needs a new return spring. Look at the parts manual. Good Luck, Rick

Jack up the rear end take one tire off and then you can remove the drum cover and figure out what's going on. My question is, is this a new problem or is this a machine that hasn't been in service for a number of years

I assume you are talking about the pedal on the left. Which is a hydro neutral, not really a brake. When the pedal is down and you move the hydro control front, it should come back up. My guess is that the return spring for the pedal is seized or broken

But there are two. One pedal for the hydrostat neutral and one for the brakes(1pedal runs both

That's a new one to me. On a NH with a Vickers hydro. I was going off the ones I have seen. I grew up with an early Ariens that only had neutralizer pedal, no brake system at all.
