What brand of walk behind (or mower) does this sulky belong to?

Fair enough, but it may be quite awhile before I get back out to this guy's place.  Next time I'm out there, I'll take more pictures. I only took the one, thinking that the rather unique spring loaded seat would give away the brand.  I had never seen one quite like it before.  There was also a very faded and partially removed sticker on the back that looked like it said Racine, Wisconsin.  I couldn't make out the rest of it.  Of course, that could mean something, or it could mean nothing.  Maye it's even homemade?  Regardless, I thought it was a great design.

Looks like an old Frazer tiller? and some other goodies buried in there with it
