   I have seen something very similar, was a snapper mower.  had a little snapping turtle head on it at the base of the steering column.  very similar.

I've seen pictures of one like that before but can't remember the name.  A customer at work picked one up years ago and was asking if I knew anything about them.  All he could find online was an article from either the 60's or early 70's about a lawsuit against the company because someone was riding on the back of it and got their foot torn up in the drive chain because they fell.                        Stewart
