Where is the 'Junk Tool Bar'?

Using Thunderbird with W 7. I keep getting the same messages and I keep marking them as junk and then deleting them. Next day or so another msg. from the same place is there. I have checked the help section and it gives a lot of general information about everything but the 'junk Tool Bar'.

Where is this thing at?

How do I get to it?

What do I have to do to stop this junk from flowing freely into my inbox?

Very confusing help section that covers tool bars in general and nothing specific to what I am trying to find.

Thanks for any help anyone might be able to share with a real dummy to this new fangled computer stuff.

Try this Configure what should happen to messages flagged as junk (for local folders)

Menu location: Edit | Account Settings | Local Folder | Junk Settings

 

Set configuration to what yopu would like to happen to the mail you mark mas Junk.

Thanks much for that info.  This version of Tbird has the Account Setting under TOOLS.  they always have to change things around.  Can never leave well enough alone.  I think I finally got it set up right now.  thanks again for your guidance.
