I put. New points in new wire harness checked 4 times to make sure wiring was hooked up right.

Timing? Fuel? Air Leak? Flywheel key? Bad Cap?

Was it running before you put in the new points and wire harness? For the engine to run, it has to have decent compression, a good hot spark, and the right fuel/air mixture at the right time. Does it have compression? Will it run briefly if you spray a little starter fluid in the throat of the carburetor? If you're getting a good hot spark and it won't run when you spray starter fluid in the carb, then you may have a timing problem or low compression. If it does run briefly with starter fluid, then you probably have a fuel system problem.
