1976 sears roto spader runs rich

I recently picked up a 1976 sears roto tiller, 4 hp tecumseh engine.  It always starts very rich and needs to be leaned via the main mixture screw below the float bowl.  It will then run and till and basically hold the mixture setting.  If I shut it down for any reason and then restart, it needs to be leaned again.  I was thinking float height out of adjustment??  Does anyone have any ideas?? Thanks much!
