I didnt really know where to post this but I just picked this up yesterday and I do not know what it can be has a scotts seat.

 

and it articulates like kinda flexes in the rear.

Older articulated?? Didn't know of them. Looks like Simplicity design. Cool!  I'ld like to see one of those at a show.

You are correct it is a 738 bc the motor they threw in was the 318 cc and after much research they are the same thank you~!!!!!
