WOW!

That the first one that I've ever seen.

I'm going to guess that it uses the same 'lift rod' as the snow caster.

I seems that most, if not all, of the front mounted attachments used the same 'arm'.

I thought the same but the pamphlet says operating independently. Of other attachments. Quick search finds two pics just terrible quality at mounting point.

They are somewhat rare. I think of them as a manual cruise control, before Bolens incorporated an electric cruise in the HT23 era. I have two of the ones you are referring too. I think they were intended for the HT20. I know both of mine are painted black like the HT20.

I am considering selling one of the ones I have, with its instruction sheet, Primarily because I only have one HT20, and do not plan on getting another. Plus I have the electric cruise control kit that I will put on one of my HT23's.

That is the 18099 Hand Speed Control and it's listed as being for the HT18 and HT20.

I had a NIB one that I sold to another member here recently.

The first I knew of them was when I saw one on an HT18 at Bob's lawn and Garden Tractors a couple of years ago when  I was picking up some Bolens parts. from him.

Never heard of or seen anything thing that would resemble something of this nature, which means very little other than can you post some pics of what it is you are in question of. Thanks
