Fenders seat and seat spring look like they belong on a Cub Cadet.Jacobsen used a 1 piece seat mount/fender pan with tool box under the padded wood flip up seat.

 

 

 

These are about the same year as that one.

You can see a bit of the Cub yellow showing through the primer and rust on the fenders in both your pics.

Jac built a base model tractor in 64. The base tractor was 6hp and had round fenders and a pan seat.
